Cigars/Inadequate humidification

Question
Bought a furniture style 500 capacity humidor and I just can't get the humidity any higher than 64 or 65% according to my calibrated digital hygrometer.  Tried augmenting the humidification, then I tried a special cigar solution.  It seems stuck at 63 or 64%. The devices were in the bottom drawer so I experimented by putting them on the top shelf.  Still no difference.  My cigars are just a tad too dry. Any suggestions?

Cigar solution 50/50 brings humidity down, use more distilled water.
In a large 500 cigar humidor there should be several passive humidity devices spread though out the humidor. 2 big ones on top a couple in the middle and a few on the bottom.
SO if you have 2 devices put them on top and get 2 more to spread around then use Boveda pillows in the drawers.
"Drawers" is the key word.
If there are JUST drawers you need a few Boveda pillows in each drawer along with top humidification.
Get several Boveda 72% pillows if you want to go this way 2 per drawer and put them right on top of the cigars along with the top humidity devices.
A 500 cigar humidor could use electric humidification for complete circulation and humidification. You could still use a few Boveda pillows in the drawers to bring complete stable humidity to the whole unit.
