Question
what could possibly be wrong a cigar that give off a scent of burning plastic ?

That's very difficult to determine without having the cigar in my hand, however there is a chance it actually has a piece of plastic in it. Most tobacco is shipped in bales wrapped in woven plastic material. When this material is cut, it can unwind and a piece of this material could have ended up in your cigar. Its unusual, but I've seen it. If you still have the cigar, open it up and see what is inside.

If this is not an isolated incident and you are experiencing it with several cigars, then the issue has to be with the tobacco. If that is the case I'd be interested to know what the cigars are. I can probably tell you what type of tobacco is in them, and possibly help identify the odor you described.
