Question
My Neighbor, has for a number of years been video taping Me in my back yard, his cameras point at my home and not at his neighbors on the other side of his home, he also sends letters to The Town Manager about my septic system,disputing my  new plans for a new system, and to the State of Maine, and other agancies, in these letters their are untruths that he states are facts, I picked up yesterday 54 new letters he has sent to the Town manager and State of Maine, He also removed My lift station that services my septic system at my home, without a court order.
Does any of this qualify for Harassment, paper Terrorism, Invasion of privacy or Nuisance neighbor laws.
Please, I need help!

It is invasion of privacy, intentional infliction of emotional distress, converion/trespass to chattels, and defamation.  Consult an attorney and institute a civil action for legal and equitable remedies.
