You better be careful.  I sued my neighbor because he built extra buildings that violated the zoning. He also appeared to have a listening device that pointed towards my house and he set off full size aerial fireworks pointed towards my house from a distance of about 75 feet, about 25 percent of international safety standards.  There was also a bullet how thru my window.  And a malicious prosecution.  He was a convicted drug dealer and appeared to be possibly dealing too.

When I sued him his attorney claimed he had governmental immunity because he was president of the Steamboat Springs City council.  The judge ordered me to pay over $100 K to his lawyers and he ordered that I should be put in jail for 5 months for trying to  get another judge to review the facts.

You can't trust the courts. Bad guys just bribe the judges.

If you can't tolerate living near him and can't afford to move, violence might be your best bet.
