Question
after a car accident( no one was seriously hurt)....how long do the police, (state of WI.) have to investigate the accident if there was a problem as to who was at fault ?

Your question is about statute of limitations.  

The laws of each state set forth the amount of time the police or state agents have to commence a prosecution, as well as the amount of time an individual has to begin a civil suit.  That amount of time is commonly referred to as the statute of limitations.

Although you can't control how the police devote their resources, other than in your vote for mayor, you can control how quickly you act in civil court.  If you were in an accident and need help, hire a lawyer licensed in your state at once.
