Question
Why is it accepted practice to allow a sewer main to cross a water main within 18-inchs vertically when it is unacceptable to have the two lines less than 10 feet apart horizontally?

Answer
The 10 foot separation is for construction purposes on parallel lines. The 18 in separation on crossing lines is for construction ,maintenance and functionality. A water line will vibrate when carrying a load which cause the sewer line to separate.
