If the footing is not deeper in the ground (less than 50% of the length of stilt column), the plinth beams are not required.

Also, plinth beams are very much required for pressure adjustments in case of earthquakes. So irrespective of any other reasoning, plinth beams should be constructed if you are building a house more than 1 storey.

if you do not provide plinth beam before starting the building then the walls of the building may settledown due to sudden imposed load and provide the unevenness in the ground, it is compalsory to provide plinth beam.
