Question
I live in Dhaka,Bangladesh in a RC frame building built 1991, 4 storied foundation, 2 story completed. recently we want to vertically extend the building.
the PROBLEM is that, the reinforcements /steel extended over 1st floor for future construction was exposed and several steel has broken/cut-off in slab level and others are eroded in slab level. now we do not have steel for lapping.
now how to construct/provide steel for columns for vertical extension.

Answer
Dear Imtiaz Ahmed

In the case your waiting  reinforcement( for overlap)  being lost , you will be obligated to use chemical anchorage of new bars in your columns to provide a fresh set of reinforcement to extend your building. The technology is not expensive , you must visit an engineer or firm to ask them for this case.

Please feel free to ask me further.
