Heya :)

How builders assess whether a soil is shrinkable?

Do they measure the plasticity index of samples?

Or just rely on geological maps?

Geological maps are very general. For a specific project laboratory test shall be performed. The plasticity index is the most important parameter for clays for sure. Sensitivity and plasticity of clay can be predicted by  experienced engineers but the only reference for acurate quantity of parameter and quality of soils is the laboratory tests.
