What exactly does a foreign diplomat job in tells and how do you become one?

Thanks for your e-mail.  Perhaps you meant "entails" and not "in tells."  Anyway, the US diplomats have a very rich history and an exciting career, one that I wouldn't want to cut short.  So, I would encourage you to read through the State Department's website to learn all about it.

There you will find a compete list of information describing the career, possible assignments, and how to join.  Foreign language skills, culture awareness, and a strong interest for foreign relations would be the starting point.
