HI, I am already have a civil service job, but would like to find out how to acquire a federal drivers license.

Answer
Hi, Joel. I've never heard of a standardized Federal driver's license. I work for the Air Force and we are required to get a "government" driver's license which is basically just a piece of paper (no pic, etc.) stating that we have a valid state-issued license and that we completed a one-day course. This is handled at the unit level. If you're required to have something like this I presume that your supervisor would have arranged for it; in any case, he/she would be the person to contact for any sort of driver's certification that you may be eligible to get.
