Question
I have a BS in Medical Technology (work in clinical Lab), MS in Health Service Administration, and a Ph.D. in Business Administration. I am trying to get a job with the federal gov.

could you advice me on how, and what source and/or sites I can use?

One of the sites I suggest you go to is www.usajobs.opm.gov.  
This is the main site where a majority of all federal government jobs are posted by various agencies.  There are also areas in which you can further research the process of obtaining a position with the federal government.

One of the things you must determine is what exactly you would like to do.  Another is to determine where you would like to work/live.  You list the degrees that you have and it appears geared towards the medical/health field.  Places you may want to consider is the U.S. Public Health Service, U.S. Department of Veteran's Affairs (VA Hospitals and Clinics), Indian Health Service (These are located in or near reservations where Native Americans live), U.S. Department of Health and Human Services and the U.S. Federal Bureau of Prisons (Medical Centers).  There are smaller agencies that employ research specialist and they require a little more effort to find those positions.
