Is there any way I can create a message board/member forum with my Claris Homepage?  If so, how?  I'd like it to look similar to the forums at http://www.poultryconnection.com

I suggest that you join Bravenet -- they have a great javascript
chat that you can add to your own webpage (after you join) by
simply copying a little bit of code to your webpage.

Bravenet has free and paid memberships (without ads).
