Question
Did GM provide rear seat-belt mounting points on the 64 belair?

Answer
Not that I know of. The last seat belts that I installed in the rear of an old car, I used after market belts and substitutd grade 8 eye bolts for the kit supplied bolts. I installed the eye under the car and attached aircraft cable to the eyes and around the cross member behind the rear seat. Might work for you. I doubt if it met federal standards but my feeling was that it was better than nothing.
