Question
After engine overhaul and paint job my battery boiled over and ruined my paint job.  Is regulator or generator bad or is battery not fully charged?????

Answer
The most common cause is a faulty voltage regulator that overcharges the battery causing it to boil. At this point I would replace the battery and check the charging voltage with a voltmeter and the engine running at about 1500 RPM. Assuming that the system is a 12 volt system the charging voltage should be below 14 volts. If above replace the regulator.
