Question
where are fuses located as head lights inop?

Answer
I work on Model A's, not late model chevy's.  I'm not sure they had a fuse block back then.  Look for an inline fuse in the engine compartment.  Follow the wires around and look for it under the hood and instrument pnl.  Get a volt meeter and fix a needle or pin on one end.  Ground the other.  Stick the pin in the wire and figure out where you have voltage and trace it to the problem area.  
Direct wire the lights to make sure they work.
