Question
3/4 ton, 283, Chev. p/u  re-done, Won't start. Turns over good. there is spark, fuel, good battery, timing set 2degrees advanced. Turns over and over and won't start. Can you please suggest something we may have overlooked??

I am  Model A guy but I will give you my thoughts.
Hold the plug wire just off the plug and make sure you get a healthy spark.  
When you choke it and crank it, be sure you smell gas in the carb.  I know you said you had spark and fuel, just make sure you have it "good".
I think that engine had an electronic control box for the ignition.  Is it good?
Make sure the plugs are in good shape and not fouled.
Try some spray starting fluid in the carb.  What you are looking for is at least one fire of the engine.  That will tell you the timing and firing order is probably correct.
Nothing more I can think of.
