QUESTION: the wiring is all stock looks like it is all in very good condition I don't see anywhere that it has been cut

Answer
The fuses are in metal cylinders that are in line with the wiring and they are all over the underside of the dash. It is time to get at the wiring with a trusty voltmeter and check circuits. The problem could also be a defective headlight switch.
