Question
WE HAVE A PROBLEM WITH THE SHIFT LEVER ON THIS PACKARD,  IT WILL ONLY GO INTO REVERSE AND 1ST AND WE KNOW THE TRANSMISSION IS GOOD.   PLEASE HELP!!!!!

I am not familiar with your car, but the shift linkage is pretty simple and should be easy to fix.  First, look around the net for a packard car club and contact them, or even join it if it is near you.  Or, you can try to fix it yourself or have a mechanic friend fix it.  The trans probably has two levers, one for low and reverse, and the other for second and third.  Sounds like the 2-3 lever is binding, broken, or missing.  Get under the car and follow the levers and shaft and check out the linkage.  This should not be hard to do.
Give it a shot and I bet you, or a friend can get it working.
