hi my name is Gerald i was just woundering can the regulator make the battery not charge?

Answer
I don't think so.  First check the batt.  itself.  It may have a bad cell.  If it checks OK, Then you have to start tracing the voltage to see if the alternator is putting out.  Should be an easy thing to get fixed, at little cost.
