special tool to remove the the dash board (star type)what is the name of the tool

You must be talking about the gas gage.  Costs about $5.00, any Model A parts supplier.  It is two tools, one to grab the outer nut, and one for the internal star shape.
Get the Les Andrews mechanic's handbook for model A's.  About $35  and it will show you how to fix most everything on your A.
