Question
I HAVE BEEN A MECHANIC FOR 36 YEARS AND HAVE A FRIEND WHO HAS A STRAIGHT 8 AND THE AREA AROUND THE VALVE SEAT AND THE SEAT ITSELF ARE BADLY RUSTED AND PITTED. ARE THE SEAT IN BLOCK REPLACEABLE?

I'm sorry, but  know Model A's, not Packards.  We can replace the valve seats, or cut holes for new seats and press them in, so you should be able to do it on your Packard.  I doubt that they were built as replaceable, but a good machinist can install new ones.  
Sorry I can't be of any help to you, but I do think you can fix it.
