QUESTION: Do you know which version of this movie has the scene in the village square where hand bell ringers are playing?  I am almost poitive I saw this movie as a child and I remember that scene.  Thank you!

I know in the George C Scott version when Tiny Tim and Bob Cratchit are walking home they go to village square and there are children playing on the ice and singing and Tiny Tim makes observation to them. Is that the scene you may be referrng to?

QUESTION: No, in the scene I remember there are adults ringing hand bells and jumping and twirling.  There was lots of energy and motion and they were playing songs.

Hmmm, I can't say I am 100% sure but they did a musical version of scrooge with Albert Finney in the 70's and a tv version with Kelsey Grammar a few years ago that was also a musical. Here is a list of the known versions if you want to take a look.
