I am searching for the actor's name who had major parts (but not the leading man) in gangster films in the 40-50's with the really buggy eyes and distinctive voice.  Can you help me with his name.

Hi Kathy,

I'm pretty sure you must be thinking about the wonderful character actor, Peter Lorre,..who made most of his best films for Warner Brothers in the 40's.  
He made over 100 films (and TV) from 1929 to 1964 !!!  He's best known for "Casablanca" and "The Maltese Falcon",.....both with Humphrey Bogart.  
( In the mid 50's, he even made an MGM musical with Fred Astaire and Cyd Charisse, singing and "dancing" in "Silk Stockings".)

If this isn't whom you were thinking of, let me know, and I'll try to come up with another
name.
