a lady ghost in white befriends a little girl. And they keep it a secret. One day the little girl notice an old photo and the lady in the photo who is dead;was a friend of her parent(s), who  looks like her ghost friend. Also, the little girl gets a spanking because her parent(s)  thinks she is lying when she is telling the truth about meeting her ghost friend.  Oh yeah, there's a lady in black that the little girl is scared of. At the end of the flm the lady in black was going to hurt the little girl, until the little girl screamed and her female ghost friend in white came in or the lady in black change to into her and saved her. (i can't remember).

please help me I trying to find this film.

Thanks for your question.  At first I thought that the film you described was MGM's 1948 "The Woman in White".....(a similar plot.)
 
But after giving it more thought,  I'm pretty sure the movie you remember seeing is the 1944, RKO film, "Curse of the Cat People" starring
Simone Simon and Kent Smith.  ( It was supposed to be a sequel to the classic, "The Cat People", but hd little to do with that 1st film.)
