Classic Film/old spy movie

QuestionQUESTION: A movie has been floating around in my head for a very long time. I cant remember what it was called. I would like to see it again to put me out of my misery.
It was not particularly popular when it was released, it sounds a little silly in retrospect however at the time it contained something that interested me. Perhaps you can help me find a title so I can find a copy to view. I suspect I saw the movie in the 60's, not earlier but probably not any later than the mid 70's.
The plot revolves about a group of students playing a kind of good guys vs the bad guys game using their campus as their battle ground. The students were high school or college age, college age, I think. I feel the game may have been a little like 'capture the flag' or similar game where there is a prize that can change hands and ploting to make that happen.
Woven through the game plot is the story of a female transfer student from an Eastern European country ??? Czechoslovakia perhaps. She speaks with a strong accent. She is not just a student there is more but I am not sure what it is, either she is a spy or is being pursued by real life badies for something that she has.
I believe she turns to one of the game players for help... she is pretty, maybe one of the game players turns to her. Her pronunciation of Virgin ( as in sexually inexperienced ) become part of the story when she says " I am Weir-gen " and is understood to have said something about her origins or maybe even the role she wants to play in the students game. Their "stories" merge and the real life baddies and the game players start to mix their activities. I am not sure the details of how it resolves but it works out like most good westerns and spy movies. The boy gets the girl and the bad guys loose. The clever students out fox the real baddies with guns.
It has been a long long time since I watched this movie. My memories are a mixture of impressions and vague memories. I have tried to include just the info I am reasonably sure of and have not added impressions that if wrong, might lead in the wrong direction. For instance I don't remember scenes in color, but I can't say for sure it was black and white so I didn't comment about it. I hope there is enough here to give you a start.

QUESTION: I thank you for your research, I don't think TAG is the movie I am remembering. ..... I believe you have mixed two different movies. TAG and Gotcha. Edwards was in Gotcha and not TAG.
I found and watched clips from both movies on YouTube. TAG seems focused on a campus and that seems right; there is an objective to the game and that seems right; the way the movie was shot seems dark and mysterious that is quite different. I only found only one clip from Gotcha and it seemed similar in the same way a sequel or a remake might, different but working the same theme in a similar way. Gotcha seemed to be a kind of coming of age movie, "My" movie is more like focused on the action of the game. From the short clip I watched I am not sure how the story develops but I don't remember the trip to Europe in "my" film. I seem to remember that it was focused on a campus or around a campus.
I associate seeing the film as part of a series of films shown for a charity at the college I attended .... which would have placed its release 20 years earlier than either of these movies, if that memory is valid.

You are correct about me misidentifying Edwards.. he was not in TAG... if the movie you are looking for is not TAG, the only other thing ringing a bell is If Looks Could Kill with Richard Greico, but there really wasn't a game in that movie.. more of a mistaken identity thing...
