a lady ghost in white befriends a little girl. And they keep it a secret. One day the little girl notice an old photo and the lady in the photo who is dead;was a friend of her parent(s), who  looks like her ghost friend. Also, the little girl gets a spanking because her parent(s)  thinks she is lying when she is telling the truth about meeting her ghost friend.
I believe Ethel Barrymore and Simone stared in the movie.

Although I didn't recognize this one myself, an internet colleague of mine has suggested that you may be referring to a 1944 film called "The Curse Of The Cat People". It starred Simone Simon as Irena, the ghost.

STORY OUTLINE: Amy, the young daughter of Oliver and Alice Reed, is a very imaginative child who has trouble differentiating fantasy from reality, and has no friends of her own age as a result. She makes an imaginary friend though, her father's dead first wife Irena. At about the same time, she befriends Julia Farren, an aging reclusive actress who is alienated from her own daughter Barbara.
