Question
As a child in the late 50's my wife remembers a scene in a movie with an elf
spinning on top of a jar which is sitting on a judges bench while the judge is
hitting his gavel. The elf proceeds to fall off the jar.

Any ideas?

Sorry for the delay, but I've been trying to locate the film you've mentioned.
I'm not positive, but it Could be the 1945 comedy, "She Wouldn't Say Yes", starring
Rosalind Russell and Lee Bowman.  There was a "cartoon" character in it, called a "Nixie".
This may be the "elf" you recall.
