Classic Film/looking for title of german 80's film

I found this VHS film on my library's foreign film shelf in the early 90s, but sadly forgot the title, for which I search.  Plot: an angel decides to join the ranks of the living (to save a child), becomes an alcoholic, gets mixed up with a big boss criminal, and decides to do good by stealing the crook's military arsenal of weapons, dying in the process (while saving a child), becoming an angel all over again.  I know for a fact that this is NOT the film "Wings of Desire (1987) by Win Wenders (later remade into "City of Angels" with Nicolas Cage).  I belive Leonard Cohen did a couple of cameos as himself, practicing and performing, though it's not in the IMDb.  A clip from the movie that stands out in my mind is a moment from the angel's past; Nazi officers are enjoying a cocktail party in a beautiful gallery room, as silently screaming angels cower and contort in psychic pain on the floor.  If you could help me find the title of this movie I would be eternally grateful!  Joey
