Classic Film/Black and white film about Irish Independence

Question
I saw a movie many years ago about Irish Independence.  The movie was in black and white and could have been made any where from 1920 to 1950.  I remember the end scene where four men are in parliament arguing for why Ireland should be emancipated from England, and as the men leave parliament one of the men passes by the woman he loves.  He is not allowed to speak to any one since he is on a political mission, and they just stare at each other across a crowded room with tears in their eyes.  Any ideas on how I can trace this film?  I was just a kid when I watched it and I don't know if it was on television or if was rented.

I'm going to guess that you're thinking of "Parnell," starring Clark Gable. Here's the IMDb page on it:
