Here's all we know.  It was set in post war Europe and feature a blind man who plays "Mona Lisa" on the accordion whenever the "bad guys" are around.

Hello Don,

The film was called "Captain Carey, USA" (1950) and starred Alan Ladd. In some countries the title was changed to "After Midnight".

The song "Mona Lisa", featured throughout the film, won the Oscar for Best Song for that year.
