Question
There was a movie made in the 60's or 70's where kids were illegal.  There was a
guy in a black suit who rode around pretending to be a candy salesman in a
wagon.  He would sniff out the kids and there was some who hid the kids in
underground tunnels.  Many of the kids were caught were kept in large cages.  
Any ideas?  It was a kids movie much in the vein of Willie Wonka, etc.
