Question
Who was the original girl with the flaxen hair?  I read somewhere that she Scottish and the subject of a portrait but I don't know whether this is true or not.

Answer
The title of this piece is based on a poem of the same name, "la fille aux cheveux de lin," by Leconte de Lisle in the collection Poemes Antiques: Chansons Ecossaises.  Yes, the girl is supposed to be Scotch.

Although I have a copy of the poem in the book, "The Piano Works of Claude Debussy," by E. Robert Schmitz, unfortunately it is in French and there is no translation in the book. Hopefully, your French is better than mine or perhaps there is another source that you can check to look up the translation.  Try googling the title of the piece. You'll probably find a translation online somewhere.

I hope this helps.  By the way, I have performed a lot of Debussy's music and this prelude is one of my favorites.
