In Charles Ives's composition Yale-Princeton game, what instrument does he use as the whistle? I can't find an answer anywhere! Thank you!

Not sure what version you heard recorded. There are versions by James Sinclair and by Gunther Schuller. As far as I can tell, the only unusual percussion instrument is in the Sinclair version. That one has an optional kazoo. Could that have made the sound you are wondering about?
