please indicate sites for free download of baroque string instrumental
music. it is said that baroque lowers bp, slows pulse rate and accelerate learning.

sites for free download of relaxation music other than baroque music may also be suggested.

I don't download music myself, so I can't recommend any sites.  If you want to find some good baroque music, your local library certainly has a lot of baroque CDs you can check out.

I don't know anything about music for relaxation or for health or learning.  For me, listening to music is an activity in and of itself.  I like the music for what it is, not for any physical or mental benefits it might (or might not) impart.  Also, there is a lot of baroque music (the baroque period is from about 1600 until about 1750), probably music in there that would quicken the pulse.

I'm guessing what you are looking for are some of the famous pieces:  Vivaldi's Four Seaasons, Handel's Water Music or his Royal Fireworks Music.  Bach's music is probably too complex for your needs -- and even Handel's vocal music (like The Messiah) would not be great as background sound.

You might ask the librarian for some suggestions.
