I was wanting to know the same, and a reliable source tells me that sporen are indeed spurs, but of the variety used when riding. They would jingle around, so a good substitute would be a tambourine or jingles/sleigh bells.

Vienna Philharmonic Orchestra played this piece several times in its annual "New Year's Concert"
A lot of youtube users posted the videos on the site, so you can have a look at them, but I suggest YOU WATCH AT LEAST 3 DIFFERENT VERSIONS OF THIS PIECE. Every single percussionist plays it in different ways. Majority holds it in their hand, but I even saw one of them hitting it on their shoes.
Look at Karajan's (1987), Kleiber's (this is the one the percussionist hits it on his shoe), Barenboim's (2009).
My personal opinion is that it is never played except for this piece, so it doesn't really have instructions on how the sound should be made.
