Question My house is about 30 years old and has either vinyl or aluminum windows. Every time I clean the windows the same thing happens, white paint or chalk (I'm not exactly sure what it is) from the vinyl/aluminum sides of the windows streaks all over the window. When I touch it, it feels chalky. I have two questions - (1) is the white chalky stuff hazardous and (2) is there a way to prevent it from coming off the sides of the window. Thanks in advance.

I believe you have aluminum window frames as I've seen this before in this kind of frame. I'll try to help answer your questions:
1. I believe this white substance is paint and unless it has lead in it, it probably is not hazardous. Since lead has been outlawed in paint in the United States in recent years, I would doubt that it has lead in it.
2. I understand your frustration. After cleaning windows with this problem, the paint always seems to bleed back on to the freshly cleaned windows. I never have tried to stop or prevent this from coming off the window frames, but if I did, I would try to seal the frames. I would probably either tape the windows off with blue tape and spray a clear sealant (like Krylon's Clear coat) or put a car wax on it like Turtle wax.
