Cleaning Up/Cleaning 100 year old windows

Question
We have restoring a 100 year old home in rural W TN.  Most of the upstairs windows and a couple downstairs have a light film on them.  We have tried goof off, wipe off, paint thinner and a few others things. Nothing seems to work.  Do you have any suggests?

Could you describe the "light film"? Is this an oily film? does it give the windows a whitish frosted look? You say the windows are 100 years old. do they have a wavy uneven appearance or is the surface of the glass smooth?

I do have some suggestions, but the answers th the questions above and / or a photo would be helpful in determining exactly what you are working with.
