Question
We use this rug as a wall hanging -- and have since we got it cleaned, a result of the dog laying on it all the time.  Having just unpacked it from a lengthy move, there are wrinkles in it that I would like to remove.  As it is not on the floor, I imagine it would take the weight of the rug to pull them out, but is there a better way?

Also -- any advice to fluff the threads?  Since the washing, they have matted.  I was told this was the consequence and since it desperately needed the washing, I chose to address the flattened threads later.

Great choice on a rug wall-hanging.  You can appreciate them more that way, and your dog will appreciate them less!  
In order to fix your rug, you should have it cleaned professionally again and perhaps blocked.  Blocking is a process where the rug is carefully stretched while wet to remove any buckles.  If your wrinkles are a result of rolling, it is possible that you might not even need this and a general cleaning will fix it.  I would suggest you take your rug to a different place to have it washed, if possible.  Matted silk threads can be remedied by carefully brushing the rug in the final cleaning phase.  A rug shop that specializes in Persian carpets can take care of this for you, and you should have a nice fluffy rug again.  If perchance your rug is mercerized cotton instead of silk (they look exactly the same prewash), then the fluff may not return.  You can ask the rug people if this is the case.
