Great question, thanks for asking. Here are 4 ideas:  

Rubbing alcohol, goo gone (the actual name of the product available at home goods and most grocery stores),Softscrub and a cotton ball, Clearasil just apply a little on the affected are and let it dry, then scrape it off gently.

IF this is a vintage Barbie worth lots of money TEST the area first, these solutions should not take the skin color off, but check to be sure as each year is a different kind.
