Clocks, Watches/ethan allen model 08-3180

QuestionI have a clock from my father. It is an Ethan Allen floor clock purchased in 1976. The model number is 08-3180. Movement -EH. The serial number is 364. It sat for a few years and now it is in my home. I finally got the pendulum to swing and it keeps pretty good time. The heaviest weight was marked for the right side so thats where I put it. The other two weights were not marked. I'm not totally sure I have them in the right spot. The problem is now that the pendulum swings and stays swinging the only weight that moves is the middle weight. The two on the outside weights do not move at all and I cant get this clock to chime at all. If you could please help me get this clock running I would appreciate it. Also if you know where I could get an owners manual for it that would be great as well. Thank you for your time.
Answerno owners manuals available but here is a generic one from HM:

the next heaviest weight goes in the middle and runs the time and right runs the chime and the left the hour strike- sometimes a switch by the number 3 on the dial for the chimes to be on or off - maybe levers inside holding the hammers in place for shipping--or maybe chime train is worn out in any case,
