Question
I have a Ethan Allen GRANDFATHER CLOCK MODEL 3027 that is about 30 years old. My problem is the 2 outside wieghts never go down. It has been this way for a while and I wondered if you have any idea what could be the problem ?
The movement is a GW 32/73.

Your movement is a UW32/73  Made by Urgos in Germany. Company is now owned by Hermle and they continue to make the same movement as number 32334 a triple chime chain driven unit.
 After 30 years it could well be worn out and replacement is best. Could need oil, could have the weights in the wrong place --(heaviest on the right) could be lots of stuff - check the weights and then call a pro. new movements cost wholesale about $200-- with service and markup you should be able to find someone to replace it for about $500.
