Question
Recently obtained a G/F Clock. New it was specially beautiful. Design of case and brass applications.  All there. Would you refinish or leave as is.  A little of the veneer (not very much in any one spot, talking real small areas)  and serial number is 1463. Is there any data on dates by serial number.   Thanks in advance.

There are sources on the Internet that provide serial number data.  To make use of such database info you would have to know the maker of the clocks movement.  Generally this can be obtained from information stamped upon the clock movement backplate.
I don't understand the question you are asking.  If a clock is new and the case defective in anyway I would turn to the seller, maker or both and insist they make necessary repairs.  You should certainly not be required to repair a new clock unless you or your agents are at fault.  If that be the case then the responsibility would be yours.
