Question
The middle weight moves correctly, but the outside 2 go down very slowly.  When it chimes the quarter and half hour, it's very slow, however the hour count is the correct speed.
Also, what are the 2 chains with rings that are shorter for?

make sure you have the heaviest of the weights on the right side as you face the clock and the next heaviest in the middle. If that doesn't fix it it perhaps needs service - oiling etc.

the two chains you mention may lift the chime and strike hammers out of the way to silence the clock when you pull down on them and hook them on perhaps non-existant pins that would be on the insides of the wood case on the left and right sides- (the chains only pull down an inch or two)
