Question
this is an oak cabinet that is about 14 in high and 1 foot wide.  It has westminister etchted on front glass with one pendulum and it is a winding clock and I have the key there are three spots to do winding and at the top of clock is a silver metallic globe embossed with tempus fugit.  I don't have any idea how to operate it to get it to work after winding.

Answer
the left spring winds and powers the hour strike
the center keeps the clock ticking
the right powers the Westminster chime on the quarter hour

wind all three tightly push the hanging pendulum from side to side to start it ticking (if all is well with the clock)

move the minute hand to set the correct time.
