Urgos Clockworks
Have Urgos grandmother movement (looks like a 32319 from the face side but I haven't removed it to specifically ID.

Clock keeps time, will chime the hour. It will chime the qtr hours when I hand advance but doesn't chime the qtr hours during normal operation.

Is this an adjustment issue or broken part? Weights are hung with 2 of equal weight on the observor's left & center and the lighter on the right.

Neither - your weights are on backwards. Heaviest belongs on the right -lightest on the left. Most will not chime if not hung in the  right order.
