Question
I wound the clock in the three spots located on the face, opened the back and lifted the quieter off the chime, started the clock. No chime occurs at anytime...what is next to get it to chime?

Answer
an old clock- may need service -- if there is no on-silent switch by the #3 on the dial-
go in the back and apply turning power to any of the gears showing on the back side of the plate that drive the chime hammers
 while turning the minute hand through the quarters and see if it will chime --if not, it for sure needs service.

(turning one of the gears the direction it will turn some-and then letting go- it should rotate back to where it was before you turned it),
