Question
allegedly movement is ETA.
i bought it new in 1999.
where best have it looked at/fixed?  
stem and date setter don't behave as did before.

Any watchmaker could look at it for you. ETA is a very common movement and unless your specific movement is out of production for some reason, parts are readily available.

If you don't find one local watchmaker and would like to send it somewhere, you can send it to me.  www.millswatchrepair.com.  

But look for a local watchmaker first.
