Clocks, Watches/Seth Thomas Clock - incorrect chiming

Question
I just purchased a used Seth Thomas with an A401-003 8110 2 jewel movement.  It doesn't chime correctly.  I misses the quarter and half hours but will generally chime on the hour although it doesn't strike the hour consistently (about 1 time in 4).  For the rest of the hour chimes it will chime a quarter or half hour chime.  Any ideas as to the problem?

photo atttached - the "lift arm"  is a "V" shaped one piece assembly on the front of the movement. the V needs to be widened by bending a slight bit so the lift arm goes higher than it does now when the minute hand is moved around through the quarters.
Hold the lift arm with your thumb up and with a pair of narrow nosed pliers, bend down the bottom of the V about a 1/16 of an inch and try the chime cycle.
