Mr. Mills can you tell me some background on this watch and some kind of idea of its value. circa 1930's/40's

Bulova made decent products.

A 17 jewel movement still keeps good time, even by today's standards.

The value is largely based on the condition.

A watch that has been used steadily since 1930 will show wear and the gold might be worn down to the base metal.  Scratches aren't a problem but dents and discoloration will take away some value.

The best thing to do to determine the current market value is to use ebay.  Search for similar bulova watches and check their sale prices. That is the true market value.  

The key is to be honest with yourself with regard to the condition.  

There is no such thing as "mint condition for it's age" or "brand new within the past year and a half".  When you see what similar watches are going for, you will have the market value.
